This bracket allows the fender to be moved to the lower triple clamp for a more traditional dirt bike look.  OEM or aftermarket fenders may be used but a traditional dirt bike fender with a flat mounting area is a more proper fit.  Mounting the round OEM fender to a flat plate is like hanging a football on a wall.  It is possible but difficult.  Hardware included (not pictured).
